Giannina Mercedes Alfaro Medina
Directora de Sistemas de Información, Servicio Nacional de Adiestramiento en Trabajo Industrial (SENATI), PERU
Licenciada en Ciencias Matemáticas, ha seguido estudios de especialización en distintas ramas de las Tecnologías de Información y Gerencia de Proyectos.
En la Universidad Nacional de Ingeniería del Perú, participó en proyectos de innovación metodológica en la enseñanza de las Matemáticas.
Ha dirigido el Programa Nacional de Informática del SENATI, proyecto especial que brinda un alto porcentaje del ingreso neto institucional.
Actualmente se desempeña como Jefe de Sistemas de TI del SENATI, y bajo su dirección se ha realizado con éxito la implementación del proyecto SINFO SENATI, que es el sistema de información que integra todos los procesos institucionales
 
 
Donald K. Alper

Donald K. Alper is Professor of Political Science and Director of the Center for Canadian-American Studies at Western Washington University. He is the Director of the Border Policy Research Institute. He holds a Ph.D. in political science from The University of British Columbia. His research interests focus on Canadian politics and British Columbia-U.S. transboundary issues. His research has appeared in Canadian Public Policy-Analyse de Politiques, Journal of Borderlands Studies, The American Review of Canadian Studies, Social Science Journal, B.C. Studies and other journals. He co-edited ¬Forging Truces in the War in the Woods: Sustaining the Forests of the Pacific Coast (UBC Press 2000). He served as president of the Association for Canadian Studies in the United States for a two-year term, 1999-2001.

Eduardo Aponte

Eduardo Aponte (Ph D) is an economist of education (University of Massachusetts, 1978 and Post doctoral Studies in Stanford University, 1986) conducting research and lecturing at the University of Puerto Rico, School of Education Graduate Program where he Coordinates the UNESCO Chair in Higher Education at the Higher Education Research Center. He is also Advisor to the Puerto Rican Council on Education since 1989, and has been Visiting Scholar, Researcher and Professor in the United States, Mexico, Italy, Venezuela, Brasil, and Argentina.

Sus estudios incluyen un postgrado en Administración y Desarrollo de la Educación. Actualmente cursa el doctorado en Sociedades Multiculturales y Estudios Interculturales en la Universidad de Granada, España. Silvana Ayala Peláez

Silvana Ayala studies her fourth semester of Engineering in Mechatronics in the Tecnológico de Monterrey. In 2004 she was part of the Instituto de Emprendedores Tecnológicos (Institute of Technological Entrepreneurs), and she was selected to participate in an exchange for the International Development of Businesses with the University of Arizona from January to May, 2005.
While in this program she participated in an internship with the ecologic
advisory company Earth Knowledge. She is part of the Arizona Solar Racing Team, and with them she will enter the Solar Race of America 2005. She’s part of groups of theater and singing in his university and Works actively within the leadership programs.

Margarita Benítez
Senior Associate - Institute for Higher Education Policy
Margarita Benítez is a senior associate at the Institute for Higher Education Policy, a DC-based research organization whose mission is to foster access and success in postsecondary education through public policy research and other activities. She coordinates academic initiatives in the United States for the University of Puerto Rico, and is an advisor to the Puerto Rico Federal Affairs Administration. She directs the BEAMS (Building Engagement and Attainment for Minority Students) Project, in which over a hundred minority-serving institutions of higher education participate. She chairs the EXITO (Excellent Ideas Transform Outcomes) Task Force for Excelencia in Education, an organization that focuses on Latino student success in higher education.

Dr. Bascuas is president of Medaille College in Buffalo, NY. Previously he has held administrative and teaching positions at the Georgia School of Professional Psychology, Antioch University, Nova/Southeastern University and Salve Regina University. He has been involved in the professional education of psychologists for over 22 years and has served as president of the National Council of Schools and Programs of Professional Psychology and as associate chair of the Committee on Accreditation of the American Psychological Association. Dr. Bascuas was born in Havana, Cuba. He received a B.A. from LaSalle University and an M.A. and a Ph.D. from Temple University.

Dr. Johnson Bia is President of the Downtown Campus, Pima Community College (PCC), in Tucson, Arizona. PCC serves 86,000 students each year at its six campuses. The Downtown Campus enrolls 19,000 students each year in occupational, transfer and personal interest courses. Prior to his presidency, Dr. Bia served as Dean of Workforce & Business Development for 12 years. He also served as Executive Director of PPEP Rural Business Development Corporation and as President of Crownpoint Institute of Technology. Dr. Bia is active in Community Colleges for International Development and is a strong promoter of international development and study abroad programs.

Christiane Boulanger has been involved in the Educational sector as a Professor. She started working with the International Academic Mobility Initiative with Human Resources and Skills Development Canada in 2001. She now manages the North American portion of the Program for North American Mobility in Higher Education conceived in the spirit of the North American Free Trade Agreement (NAFTA) in 1995. The Program is administered collectively by Human Resources and Skills Development Canada, the Fund for the Improvement of Post Secondary Education (FIPSE), and the Secretaria de Educacion Publica (SEP) in Mexico.

Regent Cabana, Ph.D., has twenty years of experience in international academic programs and international relations, either as an officer for the foreign service of the Quebec Government, or as a coordinator of academic programs abroad. He has been teaching comparative urban development classes in Mexico and Canada since 1997 at the University of New Orleans and, currently, at the University of Washington. He is the Program Director of URBANA and NEXOPOLIS, two consortia of universities in Mexico, Canada and the United States that support student and faculty exchange programs abroad. He is also a Consultant in International Academic Programs. He lives in New Orleans.
 
 
  
Ricardo Castro-Salazar

Ricardo Castro Salazar has worked as a Coordinator in the Office of International Projects at Pima Community College District. He has been a faculty member in International Business Studies, the Executive Assistant to the Chancellor, and is now an Instructional Division Dean at PCC East Campus. Ricardo has lived, worked and studied in different countries, including: Mexico, Holland, Brazil, China, and the Middle East. He holds masters degrees from universities in the US, the Netherlands, and Mexico with specialties in Latin American Studies, International Relations, and Education respectively. Noelle Rene Chmielewski is currently a graduate student in the Department of Agricultural Education at Texas A&M University, pursuing a Master of Science degree in Agricultural Education. Her undergraduate credits include a Bachelor of Science degree in Wildlife & Fisheries Sciences and a Bachelor of Science degree in Agricultural Science, both from Texas A&M University. Noelle is an independent wildlife consultant and is a certified agricultural science teacher in Agricultural Production, grades 8-12. Upon graduation, she plans on pursuing a career in higher education. A native of Waco, Texas, Noelle has prior international experience in Mexico and the Spanish language.

Sally Crimmins
Senior Associate Director - Office of International Programs, State University of New York System Administration, USA
Sally Crimmins Villela is the Senior Associate Director of the Office of International Programs and Director of Latin American Programs for the State University of New York. Previously, Ms. Crimmins Villela worked for SUNY’s Center for International Development, on a congressional support project in Mexico City. She has worked on similar projects in Brazil and Hungary. Prior to that, Ms. Crimmins Villela was a full time lecturer of Portuguese Language at the University at Albany where she designed and taught courses in beginning and intermediate Portuguese and oversaw all aspects of instruction for the basic Spanish language program. Ms. Crimmins Villela has a master's degree in TESOL (Teaching English as a Second Language). She is an adjunct faculty member in the Modern Languages Department at Union College.
 
 
  
Sylvia Crowder
Program Officer - Fund for the Improvement of Post-Secondary Education, U.S. Department of Education, USA
Sylvia joined the FIPSE staff in 1999 with a background in higher education association management that includes a program directorship at the Association of Governing Boards of Universities and Colleges, an executive directorship of a national health care organization, and fourteen-years at the American Council on Education where she served as a senior staff and/or director to a variety of programs. In addition, Sylvia taught French and English at Towson State University. She holds a Ph.D. in higher education administration and adult education policy from the University of Maryland, a Master of Science in French Linguistics from Georgetown University, and a Bachelor of Arts in French with a minor concentration in Russian from Howard University. At FIPSE, in addition to monitoring numerous grants for FIPSE’s Comprehensive Program and serving as FIPSE’s liaison to Historically Black Colleges and Universities, Sylvia also is the coordinator of the Program for North American Mobility in Higher Education.

Cynthia de las Fuentes’s areas of expertise are in multicultural, Latina/o, and feminist psychologies, bilingual training for psychologists, ethics, and education and training, in particular counseling psychology and the PsyD model. She has skills in teaching through distance education nationally and internationally “live” via the web. Recipient of several awards for contributions to the professional development of ethnic and racial minorities in psychology, education, and scholarship, she also chaired the first Latino Psychology conference, now a biannual event sponsored by the National Latino Psychological Association, on which she serves as an executive committee member. She is currently president of the Society for the Psychology of Women

Manuel Fernós

During his 26-year-carrer at the Interamerican University of Puerto Rico, Manuel Fernós has succeeded in increasing academic offerings and has achieved a 60 million dollar expansion in construction projects. He established the Assistant Vice-Presidency for Distance Learning and Technological Development, which places Inter American University at the vanguard of nontraditional education in Puerto Rico. At present, there are 13,785 students registered in distance learning courses in 681 online sections in six programs. During his professional career he has received many recognitions of merit. Among these are: Outstanding Lawyer of the Bar Association of Puerto Rico (1983), the Lifetime Achievement Award 2001, 3rd. Millennium Edition, granted by the Association of Information Technology Professionals, Puerto Rico Chapter; and the Outstanding Executive of 2000 in the Education Category, granted by the Association of Sales and Marketing Executives of Puerto Rico.

Garry Forger is the Assistant Director of the Learning Technologies Center at the University of Arizona in Tucson, Arizona. His interests include the use of technology to enhance the teaching and learning experience, both in the classroom and at a distance. Recently his interest has expanded beyond the borders of the U.S. to include collaborations with international colleagues to enable not only sharing of information but also collaborative teaching. Jocelyne Gacel is coordinator of academic cooperation at the University of Guadalajara and a founding member of the Mexican Association for International Education (AMPEI), serving as the organization's president from 1996-2000. She is a professor and consultant of the Inter-American Organization for Higher Education, and conducts seminars on the internationalization of higher education. Gacel has directed research projects on the internationalization of higher education in Latin America. She was the founding editor of "Educación Global" and author of two books: The Internationalization of Higher Education in Latin America and the Caribbean: Reflections and Guidelines and The Internationalization of Mexican Universities: Institutional Policies and Strategies.
   
Jesús Galaz Fontes

Jesús Francisco Galaz-Fontes holds a B.A. in psychology from the National Autonomous University of Mexico, a M.A. in experimental psychology from the University of Guelph (Canada), and a Ph.D. in higher education from Claremont Graduate University (United States). After being head of the Faculty of Human Sciences at the Autonomous University of Baja California (Mexico) he has been studying higher education and, in particular, the academic profession, an area in which he has published several works.
 
 
  
Noemi Gal-Or

Noemi teaches in the Department of Political Science and serves as Director of the Institute for Transborder Studies (ITS). She has published widely (books, monographs, articles, chapters in edited anthologies, and book reviews) in various fields pertaining to strategic studies, international political economy, international law, regional integration, immigration, and public policy. Her present research interests are in the critical study of cross-border justice issues, specifically dispute resolution (ADR) in regional and global multilateral frameworks,
particularly the NAFTA, EU, WTO, and the future FTAA
 
Augustine P. Gallego
Chancellor Emeritus, San Diego Community College District, USA
Augustine Gallego has been Chancellor of the San Diego Community College District since 1990. He recently completed a one-year term as chair of the American Council on Education (ACE), the largest higher education advocacy organization in the nation. As chief executive officer of one of the largest community college districts in the United States, he has led the development of numerous innovative programs, including public and private partnerships to more effectively and efficiently serve students and the community. Among his community service activities in the San Diego region, Chancellor Gallego chairs the board of directors of the San Diego Dialogue public policy organization based at the University of California. He is a member of the Board of Trustees, University of San Diego.
 
 
  
Paul Ganster
Associate Director, Office of International Programs, San Diego State University, USA
Dr. Ganster is a social scientist with a specialty in Latin America. For the past 20 years, his efforts have been directed toward policy questions of the U.S.-Mexican border region and the comparative study of border regions around the world. Ganster's current research interests include border environmental issues, transborder governance issues, comparative border studies, and sustainable development in the border region. He serves on a number of regional advisory boards for organizations dealing with the border region. He is the current Chairman of the Southwest Center for Environmental Research and Policy. In addition to teaching at San Diego State University, Dr. Ganster has been a visiting professor at the School of Economics of the Universidad Autónoma de Baja California in Tijuana.

Professor Virginia E. Garland is Coordinator of the Graduate Programs in Educational Administration and Supervision at the University of New Hampshire, U.S.A. She has also been a visiting professor in the cross-cultural studies department of Kobe University, Japan, and the Shanghai, Beijing, and Tianjin Institutes of Education, China. Her teaching and research interests include technology integration and international education. Dr. Garland has authored or co-authored over thirty published articles and book chapters. She serves on the Board of Directors of the Society of Educators and Scholars and the Editorial Advisory Board of Scholar and Educator, based at the Inter American University of Puerto Rico.
 
 
  
Janel G. Gauthier
Professor of Psychology, Laval University, CANADA
Dr. Janel Gauthier is Professor of Psychology and Member of the Council of the Faculty of Graduate Studies at Laval University in Quebec City. He is a past president of the Canadian Psychological Association (CPA) and a Fellow of CPA. He has served several years as Chair of graduate programs in clinical psychology at Laval University, where he has recently led a major initiative involving the complete restructuring of graduate studies in psychology as well as the creation of one of the very first Psy.D. programs in Canada. He has published over 90 journal articles and chapters on behavioural and cognitive interventions for anxiety, depression, grief, headaches, and low social self-esteem. He maintains an active clinical practice in the context of his research studies.

Margarita Gil Samaniego is currently Head of the International Cooperation and Academic Exchange Department at UABC Mexicali campus. She has nine years academic and administrative experience with UABC. She is actively involved in fostering new partnerships and maintaining current partnerships to help achieve the UABC goal of internationalization. Among her responsibilities are operating and promoting UABC mobility programs and scholarships at our 17 schools, research centers among professors and students as well as being the link between our International Cooperation Central Office. She has taken a number of courses and workshops on Mobility and Internationalization of Higher Education, as well as participated at conferences organized by CONAHEC, AMPEI and ANUIES related to this theme.
 
Manuel M. Goël

Born in Mexico, Manuel Goël obtained a Law Degree from the University of the Valley of Toluca, Mexico, and lived most of my adult life in Canada, Australia and the United States. After retiring from the Canadian Federal Government, he joined the faculty staff of the Autonomous University of Mexico - Toluca in 2001 and became the founding Director for the National & International Academic Cooperation Office. He has coordinated international initiatives and academic research efforts abroad. In 2005, he co-founded and became the Director for the Academic Liaison Office for UAEM at UNT-Denton to foster international academic ties between universities in North America.

 Dr. Nitza Hernández is Executive Director of the Hispanic Educational Telecommunications System (HETS), a bilingual consortium for distance learning initiatives constituted by 22 colleges and universities in seven states of the US and Puerto. With a strong interdisciplinary academic background, Dr. Hernández has considerable experience in teaching, research, academic management, consulting, faculty training, and distance learning. She has provided leadership to the HETS consortium’s collaboration initiatives for online learning with emphasis on inter-institutional collaboration among community colleges and universities, and the development of articulation agreements and policies for delivering joint online offerings. Dr. Hernández has a Ph.D. degree in Communications from the University of Wisconsin-Madison and a Master’s in Educational Media from Temple University.

Professor Brian B. Kesner (Emeritus) Cal Poly State University, San Luis Obispo, CA, since 1980: architectural design, research & creative problem-solving methods, and various other lecture courses at. He previously was the principal of his firm in Durango, Colorado, where is still a licensed architect.
Since 1990, Brian has specialized in sustainable housing & community design in teaching the thesis studio with this focus. For ten years, from 1993, Brian collaborated with professors from City & Regional Planning and Landscape Architecture to offer interdisciplinary courses in Sustainable Environments, which has now become a Minor of Sustainable Environments. He teaches parts of the year at Cal Poly and in Mexico.
 
  
Katharine Krebs
SUNY Binghamton; USA 
Katharine C. Krebs is the Director of International Programs at Binghamton University. She received her MA and PhD from Tulane University and embarked upon a career that took her to Denver, Albany, Philadelphia and, finally, Binghamton, where she became the University’s first full-time professional director of international education. Krebs came to what was largely a static program of only six study-abroad opportunities with 207 participants. In 2000-01, those numbers had grown to 30 programs with 496 students participating — the highest rate of participation among the university centers. She has helped to establish new partnerships with 16 universities in nine countries. She was also a central figure in the development of the International Studies Certificate Program, whereby students pursue international interests through a curriculum of language, cross-cultural subjects, experiential learning and a capstone project. Krebs continues to seek even more study-abroad opportunities while also heightening Binghamton’s visibility through her activities within the SUNY system and in national professional organizations.

Jenny Lee

Dr. Jenny J. Lee is an Assistant Professor in the Center for the Study of Higher Education at the University of Arizona. Prior to her arrival in Fall
2003, she served as a postdoctoral research fellow in the Higher Education Research Institute (HERI) at the University of California, Los Angeles (UCLA), where she obtained her Ph.D. Her research area encompasses institutional and system-wide change towards the goals of social justice. Currently, Dr. Lee is investigating international student access to higher education and their experiences in higher education institutions. Dr. Lee has authored and co-authored numerous studies on these topics in Research in Higher Education, Review of Higher Education, Journal of Higher Education, Journal of College Student Development, and others.
 
 
David Longanecker

David A. Longanecker is the executive director of the Western Interstate Commission for Higher Education in Boulder, Colorado. Previously he served for six years as the assistant secretary for postsecondary education at the U.S. Department of Education, developing and implementing national policy and programs providing more than $40 billion annually in student aid and $1 billion to institutions. Prior to that he was the state higher education executive officer (SHEEO) in Colorado and Minnesota.He was also the principal analyst for higher education for the Congressional Budget Office. Dr. Longanecker has served on numerous boards and commissions and was president of the State Higher Education Executive Officers. Ha ocupado varios puestos académicos en la Universidad de Puerto Rico, la Universidad del Estado de Nueva York, y la Universidad de Texas. Obtuvo un Bachillerato en Filosofía de la Universidad de Puerto Rico, una Maestría en Filosofía de la Universidad de Columbia, y un Doctorado en Filosofía Educativa y Educación Superior de la Universidad de Texas.

Salvador Malo has a long career in higher education. He has served as Secretary General at the National University of Mexico, as Director General for Higher Education at the Ministry of Education, and is currently Director General of CENEVAL, Mexico's Centre for the Assessment of Higher Education. In addition to his duties in these positions he has been actively involved in international activites. He participated in the Tri-lateral Task Force for higher education between Canada, Mexico and the United States, is at present head of the board of the Consortium for North American Higher Education Collaboration, and is promoting a Higher Education project in Latin America.
