Jesús Ancer Rodríguez - Rector

Jesús Ancer Rodríguez is President of the Autonomous University of Nuevo Leon (UANL), which is among the largest higher education institutions in Mexico. Ancer Rodríguez graduated from the UANL Faculty of Medicine in 1974 and went on to receive his Medical Doctorate from the same institution in 2006. He also received a Doctorate in Pathological Anatomy from Universidad Autónoma de Madrid (Spain) in 2005. He has distinguished himself in the administration of higher education as Sub-Director and Director of the UANL University Hospital and Faculty of Medicine. During his tenure the university hospital achieved quality accreditation as did the undergraduate program in medicine. He has received numerous awards and distinctions both for his medical and higher education endeavours as well as for his humanitarian activities. Before his election as Rector, he served as Academic Secretary and subsequently as Secretary General of the University. |

David W. Atkinson is Presidentof MacEwan University. He held positions as President and Vice-Chancellor of Kwantlen Polytechnic, Carleton and Brock Universities, and, prior to that he served as Dean of Arts and Science and Professor of English and Religious Studies at the University of Saskatchewan in Saskatoon. President Atkinson also spent 15 years at the University of Lethbridge where he took on increasingly senior administrative positions, including Dean of Student Affairs and Associate Vice-President (Academic). Atkinson teaches in the areas of Medieval and Renaissance Literature, World Religions, and critical hermeneutics, and he has published widely, including four books and over ninety papers and reviews. His fifth book on the Scottish writer James Melville is currently in preparation. Born in England, he immigrated to Canada with his parents when very young. He attended Indiana University on an athletic scholarship, where he was an NCAA All-American in Cross Country. President Atkinson completed his B.A. at the University of Calgary and then went on to earn an M.A. and Ph.D. in English. He is member of the Board of Directors of CONAHEC. |

Mary Fanelli Ayala is a Hispanic American who was raised in Philadelphia by her adoptive parents, of Italian descent. She has a doctorate in Latin American Literature from Temple University and was a Fulbright Scholar at the Colegio de México, Mexico City. In 2001, she was named Carnegie Foundation Professor of the Year, New Mexico. Currently she is Dean of the College of Liberal Arts and Sciences and Professor of Latin American Literature at Eastern New Mexico University, Portales, New Mexico. |

Marco Antonio Cortés has a doctorate in Social Sciences from the University of Guadalajara and a master’s degree in the same discipline from the Centre of Research and Higher Studies into Social Anthropology (CIESAS). His research has centred on themes related to political culture, the quality of democracy and governability in Mexico; as well as abstentionism, political legitimacy and political identities in Guadalajara, and also on civic values in the State of Jalisco. He is a member of the National System of Researchers. He has formed part of interdisciplinary research teams and is author of Civic Virtues, Political Culture and Identities in Mexico, published in 2005; Moral Debate and Citizenship, 2000; Values of the Jaliscienses, 1999; Integration and Social Conflict, 1997; besides having written various articles for national and international magazines. He has acted as director of the magazine Acta Republicana, since its founding. He was director of the Centre of Strategic Studies for Development from 1996 to 1999; he headed the Department of Political and Governmental Studies, Director of the Centre of Opinion Studies, Director of the Division of Political and Social Studies from 2004 to 2007; and was Rector of the University Centre of Social Sciences and Humanities from 2007 to 2008. |

Tomás M. Jiménez is a Full Professor of philosophy at Inter American University of Puerto Rico, where he has held a number of academic and management positions. Currently, he is the Executive Director of the President’s Office. His past positions include: Executive Assistant to the Metropolitan Campus Chancellor, Associate Dean of Academic Affairs and Honors Program Director. He has been a visiting research fellow and lecturer at Oxford University Harris Manchester College. As an active member of the Society of Educators and Scholars, he has contributed greatly as researcher and lecturer. He has published various articles concerning higher education and is currently working on a book regarding philosophy of education. |

Joan Landeros
is Director and founder of the Center for International Education
at La Salle University in Mexico City. The Center coordinates the
institutional efforts for internationalization and academic collaboration.
She has been teaching at La Salle since 1973 and served as Academic
Coordinator and General Coordinator of the Language Center. She has
done external consulting for Cambridge University. She did her undergraduate
studies at the Immaculate Heart College, Los Angeles, and her graduate
studies in Latin American Studies and TESL at UCLA. She was a Fulbright
scholar at El Colegio de Mexico and UNAM and received a British Council
scholarship to specialize in Educational Technology at the University
of Lancaster. She was a member of the Mexican delegation to the UNESCO
World Conference for Higher Education in Paris and has served on various
international education committees and task force. Dr. Landeros is
actively involved in NAFSA, EAIE, AMPEI, and numerous other professional
organizations. Currently, she is Regional Director at-large for the
International Association of Lasallian Universities (IALU) and is
a member of the Standing Committee for the Lasallian Educational Mission
in Rome. She also serves on the IAUP/UN Commission for Disarmament
Education, Conflict Resolution, and Peace. Her areas of interest include
international education, innovative models of education and educational
technology. In 2004, she was granted the Honorary Doctorate Degree
in Educational Leadership by Saint Mary’s University of Minnesota,
Winona, Minnesota. |

Fernando León-García is President of CETYS University, an institution he served from 1974 to 2000 in several capacities including Chief Academic Officer / Provost. Previously, Fernando served as Chancellor of City University of Seattle’s International Division where he was tasked with the development and growth of CityU’s programs, campuses, and sites outside the U.S., including but not limited to Slovakia, Greece, Bulgaria, the Czech Republic, Romania, Switzerland, China, Mexico, Canada and Australia. From Spring 2004 to Winter 2008, he was Executive Vice President for Academic Affairs of CityU and during part of 2005-2006 also served as Co-Acting President of the Institution. He was recently appointed as Chair of the Council of fellows of the American Council on Education. Also, he has served as Vice President of the Board of Directors of CONAHEC. |

David A. Longanecker is the President of the Western Interstate
Commission for Higher Education (WICHE). WICHE is a regional compact
between 15 Western states created to assure access and excellence
in higher education through collaboration and resource sharing among
the higher education systems of the West. Previously, Longanecker
served for six years as the assistant secretary for postsecondary
education at the U.S. Department of Education and prior to that he
was the state higher education executive officer (SHEEO) in Colorado
and Minnesota. He also served as the principal analyst for higher
education for the Congressional Budget Office. His primary interests
in higher education are: access, promoting student and institutional
performance, teacher education, finance, the efficient use of educational
technologies, and academic collaboration in North America. He holds
a his doctorate in education from Stanford University, a master's
in student personnel work from George Washington University, and a
bachelor's in sociology from Washington State University. |

Lorna Smith - Director of International Programs

Lorna Smith has served as the director of international education at Mount Royal University, Calgary, Alberta, Canada since 1988. In that role, she has been responsible for coordinating the implementation of the college's strategy for internationalization. Smith holds a bachelor’s in foreign languages, a master’s in Latin American studies, and a bachelor’s in second language instruction from Queen's University. She has completed doctoral studies at the University of Calgary in multicultural education. Since 1988, Mount Royal University has become involved in a broad range of programs and activities in over 30 countries of the world. Collaboration on the integration of North American higher education has been a focus for Mount Royal for over 10 years. Smith has served on the boards of the Association of Canadian Community Colleges, the Canadian Bureau for International Education, and as chair of the Alberta Colleges and Technical Institutes International Committee. Mount Royal is an active member of important North American postsecondary networks including CONAHEC, ICEED, IOHE, and AMPEI. |

Ann Weaver Hart - President

Ann Weaver Hart came to the University of Arizona from Temple University, where she served as president from July 2006 until she assumed the presidency of the UA in July 2012. Before then, she served as president of the University of New Hampshire and provost and vice president for Academic Affairs at Claremont Graduate University, in Claremont, California. At the University of Utah, she served as professor of educational leadership, dean of the Graduate School and special assistant to the president.
President Hart received a bachelor of science in history, a master of arts in history and a doctorate in educational administration, from the University of Utah. Her research interests include leadership succession and development, work redesign and organizational behavior in educational organizations, and academic freedom. She has published more than 85 peer-reviewed articles and book chapters, five books and edited volumes, and other articles and essays.
Among the professional and community service awards that President Hart has received are the Jack Culbertson Award in Educational Administration from the University Council for Educational Administration; the Outstanding Professional Award from the Business and Professional Women's Foundation; the PoWeR Award from the Professional Women's Roundtable; the 2009 Champion of Diversity and Access Award from the Urban STEM Strategy Group; and the Outstanding Community Service Award from the Network for Teaching Entrepreneurship. In addition to serving as the 21st President of the University, President Hart holds a faculty appointment in the College of Education as Professor of Educational Policy Studies & Practice. |

She has extensive experience in developing, managing and implementing large scale governance, education and capacity building projects in several countries. She is experienced in working with a variety of international development donor agencies, including CIDA, the World Bank, the Asian Development Bank, the African Development Bank, DFID, and the Open Society Institute (Soros Foundation). Gail holds a Master of International Business Administration degree from the Schulich School of Business at York University. |

From 2007 to January 1, 2011, Dr. Bumphus served as a professor in the Community College Leadership Program and as chair of the Department of Educational Administration at the University of Texas at Austin. He also held the A. M. Aikin Regents Endowed Chair in Junior and Community College Education Leadership. He previously served as president of the Louisiana Community and Technical College System (LCTCS) from 2001 to 2007. LCTCS later conferred upon him the title of President Emeritus of the Louisiana Community and Technical College System. From November 2000 to September 2001 he was chancellor of Baton Rouge Community College (BRCC). Prior to joining BRCC, Dr. Bumphus worked in the corporate world serving as President of the Higher Education Division of Voyager Expanded Learning. Six years prior, he served as president of Brookhaven College in Dallas County Community
College District. Dr. Bumphus holds a B.A. degree in speech communications and a M.A. degree in guidance and counseling from Murray State University, and a Ph.D. in higher education administration from the Community College Leadership Program at The University of Texas at Austin. In 1992, Dr. Bumphus was recognized as a distinguished graduate from both Murray State University and The University of Texas at Austin. Dr. Bumphus holds the distinction of being one of the few leaders in the field of education to receive the National CEO of the Year Award, to chair the AACC Board of Directors, and to receive the AACC National Leadership Award. |

President of the Mexican Association for International Education AMPEI and Director of the Academic Cooperation Department of the Universidad Autonoma de San Luis Potosi. Alicia holds a Masters Degree in Education from the University of London and a Diploma in TEFL from the same University. With more than 40 years experience in international education, she has been Vice-President of the Mexican Association of English Teachers MEXTESOL and has participated as a presenter in international conferences from the United States, Canada, Central America, South America, The Caribbean Islands, Asia and México.
She founded the English Language Department in Basic Education of the State of San Luis Potosi, the English Language Department of the Universidad Autonoma de San Luis Potosi, the English Language Learning TV Program “Learning Together” and the Newsletter “Enlace”. She is a member of the Conference of the Americas for International Education CAEI Steering Committee.
Alicia was a Latin American field editor for MaccMillan Publishing and later for Pearson Education US. She has published several articles on International Education, and was a co-author of the “Manual de Indicadores de Internacionalización del Consorcio de Universidades CUMEX”.

Patti McGill Peterson is currently Advisor to the President on Global Engagement at the American Council on Education. Previously she served as a senior associate at the Institute for Higher Education Policy. Prior to joining IHEP, she served as executive director of the Council for International Exchange of Scholars (CIES) and vice president of the Institute of International Education (IIE) from 1997 to 2007. CIES, a division of IIE, coordinates international educational exchange with 150 nations and assists the U.S. government with the administration of the Fulbright Scholar Program. Previously, Peterson was senior fellow at Cornell University’s Institute for Public Affairs where her work focused on the nonprofit sector and its role in shaping public policy in the United States and abroad. Peterson holds the title of president emerita at Wells College and St. Lawrence University, two liberal arts institutions, where she held presidencies from 1980 to 1996. She has served as chair of the U.S.-Canada Commission for Educational Exchange, National Women’s College Coalition, Salzburg Seminar on International Academic Mobility, American Council on Education’s Commission on Governmental Affairs and Public Leadership Education Network, and she is a past president of the Association of Colleges and Universities of the State of New York. Peterson has a Bachelor of Arts degree from Pennsylvania State University and Master of Arts and doctoral degrees from the University of Wisconsin-Madison. She did post-graduate study at Harvard University. Her board memberships include the University of Wisconsin’s LaFollette School of Public Affairs, Council of International Education Exchange, and Ford Foundation’s International Fellowship Program. She speaks and publishes on the subjects of the United States and international higher education and public policy as it relates to higher education and third-sector organizations. An expert on various higher education issues, Peterson is well versed in trends in international higher education, internationalization of U.S. higher education, college and university administration, governance, and academic program development. |

Jun Young Kim is President of Sungkyunkwan University in South Korea where he has previously held a number of senior administrative positions including: Vice President for Economics, Chief of the Brain Korea 21 Research Group, Provost of Academic Affairs, and Provost of Planning and University Coordination. Also, he has been Special Advisor at the Bank of Korea; Special Advisor at the Korea Institute of Public Finance; Special Advisor to the Ministry of Education and Human Resources where he worked on such issues as Higher Education Quality and Specialization; and, most recently, Special Advisor to the Ministry of Finance and the Economy on Tax System Improvement. A graduate of Sungkyunkwan University where he completed a Bachelor's Degree in Economics, he studied a Masters and Ph.D. in Economics at the University of Minnesota, Twin Cities. He joined the Faculty of Economics at Sungkyunkwan in 1989 and currently holds the rank of tenured professor with this faculty. He was as well a visiting scholar at Harvard University from 1992 to 1993. He is author of numerous peer reviewed journal articles and has written several books as well. |

With over 25 years of leadership with the Federation of Canadian Municipalities (FCM) prior experience with the federal government in Indian and Northern Affairs Canada and Environment Canada, and as Associate Director of the Heritage Canada Foundation, Mr. Knight brings a depth of national, international and community-oriented expertise to ACCC. During Mr. Knight’s tenure at FCM, many new initiatives were launched including a modification of the laws governing federal government payments of local land taxes, financing of a tripartite program for municipal infrastructure, a program for reimbursement of GST paid by municipalities, the transfer of 5 cents per litre in gas taxes to the municipalities, and the creation of the Green Municipal Fund as well as an award-winning international program. Jim’s enthusiasm, vision and leadership ensure that ACCC will continue to deliver quality and excellence in serving its membership in its roles of advocacy, partnership, marketing and networking. Rafael López Castañares
asumió este cargo para el periodo 2005-2009 al concluir su
gestión como Rector de la Universidad Autónoma del Estado
de México (UAEM). Doctor en Química por la Universidad
Nacional Autónoma de México, estudió la Maestría
en Ciencias con especialidad en Química Orgánica y la
licenciatura en Química. Estudió además una Especializad
en Química de Materiales en la Universidad de Tokio. Ha realizado
estancias de investigación en la Universidad Texas A&M,
el Centro Nuclear de Karlsruhe y el Centro de Takasaki en Japón,
entre otras. López Castañares cuenta con una extensa
producción científica que incluye más de 70 artículos
en revistas nacionales e internacionales especializadas, presentaciones
en aproximadamente 80 congresos nacionales e internacionales, la coautoría
de libros y la dirección de más de 46 tesis de licenciatura
y posgrado. Es además editor en jefe de la Revista Journal
of Material Education en Español, así como árbitro
de revistas internacionales y evaluador de proyectos científicos
nacionales internacionales. Gracias a su trabajo científico
es miembro del Sistema Nacional de Investigadores (SNI) desde 1986.
La UNAM le otorgó la Medalla “Gabino Barreda” y
además ha recibido el Premio de Investigación Científica
que otorga el Instituto Nacional de Investigaciones Nucleares (ININ),
la medalla “Benito Juárez” de la Benemérita
Sociedad de Geografía y Estadística del Estado de México,
la Venera “José Vasconcelos” de la Sociedad Nacional
de Geografía y Estadística y la “Gran Cruz de
Honor” del Colegio Nacional de Abogados Foro de México
A.C. entre otros. Ha sido presidente nacional de la Sociedad Polimérica
y es desde 2003 presidente de la Asociación Mexicana de Educación
Continua y a Distancia (AMECYD). En la UAEM ha sido catedrático

David Marshall - Former President

David
Marshall served as the eighth president of Mount Royal College (now Mount Royal University) from Sept.
1, 2003 until the summer of 2011.
Prior to his arrival at Mount Royal, he served as president and
vice-chancellor of Nipissing University for 13 years. In addition
to teaching high school early in his career, he was director of
a Canadian International Development Agency project in St. Lucia,
West Indies. In 1997, Marshall was named a Paul Harris Fellow, from
Rotary Foundation in appreciation of tangible and significant assistance
given for the furtherance of better understanding and friendly relations
among peoples of the world. In 2002, he was awarded a Queen's Golden
Jubilee Medal in recognition of service to university education.
He serves as a member on the Strategic Planning Committee and the
Standing Advisory Committee on the Act and By-laws for AUCC. He
has published extensively on the subject of leadership and administration.
His specialties are administration in developing areas, teacher
education, and higher education management. Marshall obtained his
bachelor's at the University of Western Ontario and received his
teacher education at Lakehead University. He also holds a master's
in education and a doctorate in educational administration from
the University of Alberta.

Marianna Velazquez is CONAHEC’s Membership Coordinator and the representative for the Student Organization of North America, SONA. She has a bachelor’s degree in Business Management and a minor in International Business both from the University of Arizona. She is originally from León, Guanajuato, Mexico. For the past four years she has been working with the students involved in SONA and is currently working on organizing the Student Organization of North America's 9th conference to be held in Puebla, Mexico, from October 12-14, 2010.
