Jon Amastae - Director, Center for Inter American and Border Studies
University of Texas at El Paso
Jon Amastae is Director of the Center for Inter American and Border Studies at the University of Texas-El Paso. He received his B.A. from the University of New Mexico in 1968. In 1975 he received his Ph.D. in linguistics from the University of Oregon, specializing in phonology, Creole languages, and language variation and change. Amastae has received Fulbright awards in Colombia and Mexico. He directed UTEP’s self-study for renewal of accreditation from SACS. Recently, he has been active in university evaluation and accreditation in an inter-American context, consulting with universities and ministries in several countries. Among his linguistic research projects are several focused on the demography of the El Paso/Cd. Juárez border region, variation and change in the Spanish language of the Northern Mexican and Border regions, and computer modeling of border phenomena using cellular automata techniques.

José Antonio González Treviño - Rector
Universidad Autónoma de Nuevo León

Jose Antonio Gonzalez Treviño is President of the Autonomous University of Nuevo Leon. UANL is one of the largest in Mexico. Prior to this appointment he was Vice-President, Vice-President of Academic Affairs, Member of the Doctoral Committee and Dean of the School of Mechanical Engineering, He graduated there in 1976 as mechanical Engineer and continued his Master degree in quality and production control.
He has also leaded several academic, editorial and research and development projects. As academic VP at UANL, he created the Office for Scientific Research, the Office of Distant Education and the Entrepreneur Program, which is oriented to develop entrepreneurial skills in the students, aimed to be independent professionals and business leaders.
After achieving national accreditations for all UANL undergraduate programs, one of the goals for his administration is to achieve international accreditations for their undergraduate and graduate programs and to promote the internationalization of UANL. He has also evaluated, redesigned and set in motion the program “Vision 2012 “ which settles the strategic areas, development and goals to be achieved by UANL by that year.

Jocelyne Gacel - Coordinator General, Academic Cooperation and Internationalization
Universidad de Guadalajara
Jocelyne Gacel es Coordinadora General de Cooperación Académica e Internacionalización de la Universidad de Guadalajara. Fue Presidenta de la Asociación Mexicana para la Educación Internacional (AMPEI) de 1996 al 2000. Es profesora y consultora en la Organización Universitaria Interamericana (OUI), organización desde la que imparte talleres especializados sobre la internacionalización de la educación superior. Ha sido directora de diversos proyectos de investigación financiados por la Fundación Ford y el Banco Mundial, y es consultora de universidades en América Latina en sus esfuerzos de internacionalización. Es editora fundadora de la revista “Educación Global” y autora de los libros Internacionalización de la Educación Superior en América Latina y el Caribe: Reflexiones y Guía de Acción y La internacionalización de las universidades mexicanas: Políticas institucionales y estrategias. Estudió el doctorado en educación internacional en la Universidad Autónoma del Estado de Morelos y la Maestría en Lenguas Extranjeras y Civilizaciones en la Universidad de París. Tiene un diploma como traductora francés-Alemán de la Universidad de Salzburgo.

Gerald M. Ingersoll - Director, Corporate & Learning Innovation

Photo of Gerald Ingersoll Gerald Ingersoll is Director of Corporate and Learning Innovation for the New Brunswick Community College system. Prior to this posting, he served as Principal of NBCC-St. Andrews, and before that as a department head at the college in the area of marine and academic studies. Ingersoll is a professional vocational educator who began his teaching career with CUSO in Barbados and has taught in New Brunswick at the junior high, high school, technical college and community college levels. Ingersoll holds a bachelor of arts degree in philosophy, a certificate in industrial teacher training, a certificate in management, and a master's degree in business administration from Athabasca University. Ingersoll's team has created new programming in Canada, Mexico, and Cuba. In June 2002, his college was presented a Canadian International Development Agency Award of Excellence in International Education.

Joan Landeros - Director

Photo of Joan Landeros Joan Landeros is Director and founder of the Center for International Education at La Salle University in Mexico City. The Center coordinates the institutional efforts for internationalization and academic collaboration. She has been teaching at La Salle since 1973 and served as Academic Coordinator and General Coordinator of the Language Center. She has done external consulting for Cambridge University. She did her undergraduate studies at the Immaculate Heart College, Los Angeles, and her graduate studies in Latin American Studies and TESL at UCLA. She was a Fulbright scholar at El Colegio de Mexico and UNAM and received a British Council scholarship to specialize in Educational Technology at the University of Lancaster. She was a member of the Mexican delegation to the UNESCO World Conference for Higher Education in Paris and has served on various international education committees and task force. Dr. Landeros is actively involved in NAFSA, EAIE, AMPEI, and numerous other professional organizations. Currently, she is Regional Director at-large for the International Association of Lasallian Universities (IALU) and is a member of the Standing Committee for the Lasallian Educational Mission in Rome. She also serves on the IAUP/UN Commission for Disarmament Education, Conflict Resolution, and Peace. Her areas of interest include international education, innovative models of education and educational technology. In 2004, she was granted the Honorary Doctorate Degree in Educational Leadership by Saint Mary’s University of Minnesota, Winona, Minnesota.

Fernando León - Executive Vice President of Academic Affairs

Photo of Fernando León Dr. León García is Executive Vice President of Academic Affairs of City University (Washington), where he is responsible for the overall quality of City University programs in throughout the State of Washington, Canada, Central and Eastern Europe, China, and Mexico. He previously served as President of the Phoenix Institute for Professional Education and Chief Academic Officer of Apollo International and before that as Provost at CETYS University in Mexico. Dr. León García holds a doctoral degree in Educational Administration and Policy Analysis and an M.A. in International Development Education from Stanford University, as well as a B.S. in Engineering Management from CETYS University.

Robert Shelton assumed the Presidency of the University of Arizona on July 1, 2006. Robert is a native of Arizona and prior to returning "home" he served as Executive Vice Chancellor and Provost at the University of North Carolina, Chapel Hill (the country's first public university). His high-school years were in Arizona and Washington State. Robert and Adrian, his wife of 37 years, met as undergraduates at Stanford University. They have three adult children. Robert's Ph.D. degree in experimental, condensed-matter physics is from the University of California, San Diego. In addition to his academic career, Robert has served on a variety of corporate and government boards, including the Space Telescope Institution Council that advises NASA on the Hubble Telescope.

David Longanecker - Executive Director
Western Interstate Commission for Higher Education

David A. Longanecker is the executive director of the Western Interstate Commission for Higher Education (WICHE). WICHE is a regional compact between 15 Western states created to assure access and excellence in higher education through collaboration and resource sharing among the higher education systems of the West. Previously, Longanecker served for six years as the assistant secretary for postsecondary education at the U.S. Department of Education and prior to that he was the state higher education executive officer (SHEEO) in Colorado and Minnesota. He also served as the principal analyst for higher education for the Congressional Budget Office. His primary interests in higher education are: access, promoting student and institutional performance, teacher education, finance, the efficient use of educational technologies, and academic collaboration in North America. He holds a his doctorate in education from Stanford University, a master's in student personnel work from George Washington University, and a bachelor's in sociology from Washington State University.
David Marshall - President

David Marshall became the eighth president of Mount Royal College on Sept. 1, 2003.
Prior to his arrival at Mount Royal, he served as president and vice-chancellor of Nipissing University for 13 years. In addition to teaching high school early in his career, he was director of a Canadian International Development Agency project in St. Lucia, West Indies. In 1997, Marshall was named a Paul Harris Fellow, from Rotary Foundation in appreciation of tangible and significant assistance given for the furtherance of better understanding and friendly relations among peoples of the world. In 2002, he was awarded a Queen's Golden Jubilee Medal in recognition of service to university education. He serves as a member on the Strategic Planning Committee and the Standing Advisory Committee on the Act and By-laws for AUCC. He has published extensively on the subject of leadership and administration. His specialties are administration in developing areas, teacher education, and higher education management. Marshall obtained his bachelor's at the University of Western Ontario and received his teacher education at Lakehead University. He also holds a master's in education and a doctorate in educational administration from the University of Alberta.

With a Ph.D in microbiology and immunology from McGill University, postdoctoral studies at Institut Pasteur, Université de Strasbourg, a career as professor of biology at University of Ottawa, professor, vice-dean and dean of the Department of Science and Engineering of Université Laval, then as Vice-President and President of Université du Québec, Dr Moreau developed a serious academic and administrative expertise in higher education. He is an active keynote speaker in North America and France, and a member of numerous Boards: CREPUQ Committee on diploma recognition of the Intergenerational Forum, Quebec Symphonic Orchestra, Québec Educational City, Québec Water Institute, etc.

Rafael Vidal Uribe - General Director

Anteriormente desempeñó el cargo de Director General Adjunto del Instituto Nacional para la Evaluación de la Educación (INEE/México) y fue también Director de Proyectos Internacionales y Especiales de ese Instituto. A su cargo estuvo la operación de las pruebas internacionales en las que participa México. Desde 2003 ha sido el Administrador Nacional del Proyecto PISA en México (NPM). En 1994 Rafael Vidal formó parte del grupo de personas que crearon el Ceneval y tuvo a su cargo el desarrollo del primer Examen Nacional de Ingreso a la Educación Superior (Exani II). Asimismo, fue durante 8 años el Director Técnico de ese centro. Bajo el sello de la Editorial Magisterio de Colombia acaba de publicar un libro sobre Estándares de Evaluación para Pruebas Objetivas y con la Editorial Trafford de Canadá un libro sobre fórmulas de correlación aplicadas a la evaluación. Rafael Vidal obtuvo su Licenciatura en Filosofía de la Universidad Nacional Autónoma de México (UNAM) y bajo la dirección de Mario Bunge obtuvo una Maestría en Filosofía de la Ciencia de la Universidad de McGill en Montreal, Canadá. Desde hace 25 años es profesor de Filosofía de la Ciencia en la Facultad de Filosofía y Letras de la UNAM.

From its Washington, D.C., headquarters, AACC represents over 1,100 associate degree-granting institutions and over 10 million students. Prior to joining AACC, Boggs served as faculty member, division chair, and associate dean of instruction at Butte College in California. For 15 years, he served as the superintendent/president of Palomar College in California. He served as a member of the Committee on Undergraduate Science Education of the National Research Council and has served on several National Science Foundation panels and committees.
Gerald Brown - President
Association of Canadian Community Colleges (ACCC)
Photo of Gerald Brown Gerald Brown is president of the Association of Community Colleges of Canada (ACCC). Before coming to ACCC, he served as president of John Abbott College in Montreal from 1988 to 1998, and was an active participant in the Quebec educational scene. Prior to joining John Abbott College, he was a director of English Educational Services for the Ministry of Education in the province of Quebec and a secondary-level school principal. He has chaired several committees including the Canadian College Presidents' Network, the Canadian College Presidents' Academy, the Board Task Force on Governance, the ACCC Environmental Task Force and Vice-Chair of the Board of Directors. Brown has worked on submissions to the House and Senate Standing Committees in areas such as continuing education, labour market issues and student debt. He also served as President of the Consortium for International Development in Education (CIDE). He holds a master's from McGill University.
Madeleine Green - Vice President

Photo of Madeleine Green Madeleine Green is vice president for international initiatives and director of the Center for Leadership Development at the American Council on Education (ACE). From 1978-91 she directed the ACE Fellows Program which prepares future leaders for positions in higher education administration. During the 1990-91 academic year, Green served as interim president of Mount Vernon College in Washington, D.C. She has served as a member of the board of trustees of Wilson College (Philadelphia) since 1988. She has written widely on topics related to leadership and management. Her recent publications include: "Investing in Higher Education: A Handbook of Leadership Development" and "Transforming Higher Education: Views from Leaders Around the World." She holds a bachelor's degree from Harvard University and a doctorate from Columbia University.

Photo of Rafael López Castañares Rafael López Castañares asumió este cargo para el periodo 2005-2009 al concluir su gestión como Rector de la Universidad Autónoma del Estado de México (UAEM). Doctor en Química por la Universidad Nacional Autónoma de México, estudió la Maestría en Ciencias con especialidad en Química Orgánica y la licenciatura en Química. Estudió además una Especializad en Química de Materiales en la Universidad de Tokio. Ha realizado estancias de investigación en la Universidad Texas A&M, el Centro Nuclear de Karlsruhe y el Centro de Takasaki en Japón, entre otras. López Castañares cuenta con una extensa producción científica que incluye más de 70 artículos en revistas nacionales e internacionales especializadas, presentaciones en aproximadamente 80 congresos nacionales e internacionales, la coautoría de libros y la dirección de más de 46 tesis de licenciatura y posgrado. Es además editor en jefe de la Revista Journal of Material Education en Español, así como árbitro de revistas internacionales y evaluador de proyectos científicos nacionales internacionales. Gracias a su trabajo científico es miembro del Sistema Nacional de Investigadores (SNI) desde 1986. La UNAM le otorgó la Medalla “Gabino Barreda” y además ha recibido el Premio de Investigación Científica que otorga el Instituto Nacional de Investigaciones Nucleares (ININ), la medalla “Benito Juárez” de la Benemérita Sociedad de Geografía y Estadística del Estado de México, la Venera “José Vasconcelos” de la Sociedad Nacional de Geografía y Estadística y la “Gran Cruz de Honor” del Colegio Nacional de Abogados Foro de México A.C. entre otros. Ha sido presidente nacional de la Sociedad Polimérica y es desde 2003 presidente de la Asociación Mexicana de Educación Continua y a Distancia (AMECYD). En la UAEM ha sido catedrático desde 1977, además de haber sido director de la Facultad de Química y posteriormente Coordinador General de Investigación y Estudios Avanzados.
Karen McBride - Vice President

Photo of Karen McBride Karen McBride serves as Vice President of the International Relations of AUCC and is responsible for the association's activities in the areas of advocacy, government relations, research, representation and liaison to support universities' internationalization. McBride's previous experience includes her role as a research advisor to the Canadian House of Commons Standing Committee on Foreign Affairs and International Trade and its Sub-Committee on Development and Human Rights. She has also served on the research team for the review of Canada's foreign policy by a special parliamentary committee in 1994 and was substantially involved in the section of the report dealing with Canada's international cultural and educational relations. McBride holds a Master's of Arts in international affairs from Carleton University in Ottawa.
Norma Angélica Juárez Salomo- President

Norma Angélica Juárez holds a PhD in International Education with a specialization in pedagogical innovations, alternative experiences and new technologies. During her career, she has worked as Coordinator of International Cooperation and Development and as Coordinator of several language immersion programs at the Autonomous University of the State of Morelos. She has 20 years of teaching and research experience on numerous projects and offers courses and seminars at various institutions.

Salvador Malo - Former Director General of CENEVAL

Salvador Malo recently finished his term as the director general of CENEVAL, A.C., Mexico's Nacional Centre for Quality Assessment in Higher Education. He has a long career in science and higher education, and was a member of the Mexican Task Force Group for Collaboration in Higher Education in North America. With a degree in physics from UNAM and a doctorate in physics from Imperial College at the University of London, he worked for three years at the International Atomic Energy Agency in Vienna, Austria. Malo conducted surface science research for several years at Mexico's Instituto Mexicano del Petroleo (an oil industry-related technical and research center), where he held several positions, including Vice-President of Research. He later joined the Mexican Department of Education and initiated several programs to promote development of the sciences in Mexican state universities, including the well-known "Sistema Nacional de Investigadores". His past positions at UNAM include Vice-President for Planning, professor in the School of Sciences and UNAM's Center for University Studies, as well as and Secretary General and Vice-President of Administration.

Francisco Marmolejo - Executive Director

Photo of Francisco Marmolejo Francisco Marmolejo has served as executive director of the Consortium for North American Higher Education Collaboration (CONAHEC) at the University of Arizona since 1995. Previously, he was an ACE fellow at the University of Massachusetts, Amherst. His past positions include vice president for administration and finance and vice president for academic affairs at the Universidad de las Américas in Mexico City. He has taught at several universities in Mexico and also served as director of the Mexico City Center of PROFMEX (a consortium for research on Mexico) and is currently on their board of directors. He has been a member of educational committees at COPARMEX (Mexican Business Association) and the American Chamber of Commerce. Marmolejo has consulted for the Mexican Ministry of Education (SEP) on issues related to administration and international initiatives. Currently, he serves on the external advisory board of the Universidad Autónoma de Nuevo León, UASLP and the Mexican Association for International Education. Marmolejo holds an MBA from the Universidad Autónoma de San Luis Potosí and has conducted doctoral work at UNAM.
